World Bank might support India Post's payments bank

The World Bank has shown interest to financially support the proposed India Post Payment Bank, having approached the department of posts (DoP), say sources.

The Reserve Bank of India  (RBI) had in October approved the proposals of 11 applicants, including the DoP, to start a payments bank.

These entities may offer most of the services offered by commercial banks, except for loans and credit card products.

“The World Bank wants to part-finance the project. We are having discussions at the inter-departmental and ministry level and would come out with a final decision early next year,” said a senior official in the department to Business Standard.

In October, the Bank had said the decision on the 11 new payments banks should expand penetration of banking in the rural areas, helping transform the rural remittances market.

The Bank is still seeking some clarity on the DoP issue, said its spokesperson. “There has been only one exploratory meeting with the postal service,” the person added.

According to officials in the ministry of communications, which oversees DoP, the latter is weighing options on the partners to choose for the project. It is also in the process of finalising a consultant for the project, the tender for which would be opened on January 6. And, waiting for Public Investment Board clearance from the finance ministry, expected next month.

“It’s only after the consultants do their research that we'd decide whom we want to partner with,” said a senior DoP official.

The department has 155,000 branches in the country. In the first phase, it plans to start payment banking services across 500 post offices.

The ministry has said as many as 17 banks and financial institutions — including Deutsche Bank, IDBI, Barclays, YES Bank, ICICI Prudential, and HDFC — are seeking an alliance with the proposed India Post Payment Bank.

“They want to use the postal network by entering into tie-ups for delivery of services such as loans, monthly instalments, collections, insurance, mutual funds and premiums, among other things,” added the official.

Recently, Hitachi had also said it was keen to partner DoP for payments bank solutions. In a meeting with communications minister Ravi Shankar Prasad this month, Yutaka Saito, president of Hitachi, had discussed the possibility.

OFFICE MEMORANDUM

Subject: Revision of time limit for submission of final claims reimbursement of medical expenses under CS(MA) rules, 1944 – regarding.

The undersigned is directed to refer to OM No. F. 29-40/68-MA dated 15.10.1968 in which it was laid down that submission of final claims for reimbursement of medical expenses of Central Government servants in respect of a particular spell of illness should ordinarily be preferred within 3 months from the date of completion of treatment.

2. A representation was received from National Council (Staff Side) to extend the time limit for submission of such medical bills from 3 months to 6 months. The matter was examined in the Ministry and it has been decided that the period of 3 month s for submission of medical claims be revised to 6 months. Henceforth, only the cases in which the bills are submitted after 6 months from the date of completion of medical treatment/discharge of the patient from the hospital are required to be taken up for condonation. The power of condonation of such delays and other terms and conditions woukld be same as enumerated in the OM No.S.14025/8/99/-MS dated 25.05.1999.

Expected DA from January 2016 – Two Point increase in Dec 2015 may change 7th Pay Commission fitment formula

Two Point increase in CPI for Dec 2015 could take it to 126% which is 1% more than what was reckoned for 7th Pay Commission revised Pay fixation.If DA from January 2016 touches 126%, 7th Pay Commission fitment formula and Multiplication factor of 2.57 may require upward revision

Consumer Price Index (Industrial Workers) for the month of November 2015 has been released recently by Govt. We have one point increase in CPI for November 2015 which has moved from 269 to 270.

DA from January 2016 – Estimation for 125%:

Based on actual CPI-IW for 11 months from January 2015 to November 2015 which span from 254 to 270 and estimated index for the month of December 2015, it is almost certain that Dearness Allowance from January 2016 payable to Central Government Employees including Railway Employees and Defence Personnel will not be less than 125% (6% increase).

Even a 12 point fall in CPI-IW from 270 to 258 in December 2015 will not affect the DA from January 2016 clocking 125%.

DA from January 2016 – Estimation for 126%:

Chances for DA from January 2015 reaching 126% (7% increase) still holds good as two point increase in the CPI-IW in December 2015 would take DA from January 2016 to 126%.

So, DA from January 2016 will be either 125% (6% increase) or 126% (7% increase). One might think that 1% additional DA from January 2016 is negligible. However, it will be 1% more than what was reckoned for 7th Pay Commission revised Pay fixation.

7th Pay Commission has estimated DA from January 2016 as 125% for the purpose of Revision of Pay and Allowances

Now, if Consumer Price Index (Industrial workers) for the month of December 2015 reaches 272 from the present level of 270, it is certain that DA from January 2016 will be 126%. In that case, 7th Pay Commission pay fitment formula and allowances which are DA indexed will have to be revised accordingly.

Ningthounai village gets post office as New Year gift from India Post

Manipur Postal Department has presented advance New Year 2016 gift to Ningthounai, Yairipok in Thoubal by opening a new Branch Post Office at the village.

According to a release issued by Manipur Postal Division, Vinod Kumar Director (Posts) Manipur inaugurated the newly built post office by cutting ribbon during which he congratulated the villagers as their village has got connected with more than 1, 54, 000 post offices of India post which is the world largest network of post offices.

Mustofa Ahamed will be the Branch Postmaster of the new office and Md. Ruhid will work as Mail Carrier cum Mail Delivery.

Kumar expressed happiness on the occasion of bringing a Post Office closer to the people of the area and said that people can book Speed Post letters and parcels from the office instead of going to Yairipok Sub Post Office or Imphal Head Post Office which is far away.

Announcing that all social security schemes will be publicised through this post office, the Director appealed to the members of the public to insure their lives of sum assured of Rs. 2 lakhs with Pradhan Mantri Suraksha Bima Yojana by subscribing with just Rs 1 per month.

India Post releases Hot air balloon carried cover

The Department of Posts released a special cover in Pollachi and (right) a hot air balloon carrying the special cover from Pollachi to Kovilpalayam on Sunday.

At about 6.30 a.m. on Sunday morning, a hot air balloon took off from Sakthi Mills ground at Pollachi and at about 8 a.m. it landed at Kovipalayam, travelling 10 to 15 km. Travelling in the balloon were three people – the pilot, a staff of the Department of Posts and a philatelist and with them was a special cover - “Hot Air Balloon Carried Cover”.

The Department organised the event jointly with Global Media Box Innovations, to coincide with the second edition of the hot air balloon festival to be held in Pollachi this month. The Kovilpalayam post office delivered the carried mail.

Later in the day, Postmaster General of Western Region Manju P. Pillai released the special cover at a function at Pollachi Chamber of Commerce and Industry and it was received by B.K. Krishnaraj Vanavarayar, chairman of Bharatiya Vidya Bhavan, Coimbatore Kendra.

There was an exhibition of stamps and philately products and a My Stamp counter too at the venue.

Ms. Pillai told The Hindu that only about 1000 covers were printed and the response had been encouraging. Philatelists from different parts of the country were enquiring about the cover.

“In the coming years, we plan to organise a philately-related event during the balloon festival at Pollachi,” she said.

The covers will be on sale in Coimbatore from Monday. The event was organised to improve awareness on philately, especially among students, she said.

India Post's Payment Bank to start from March-2017 : Ravi Shankar Prasad


Union Minister for Communications and IT Ravi Shankar Prasad said on Monday that the India Post Payment Bank will start operations in March 2017. He said several Indian and foreign financial institutions such as the World Bank and Deutsche Bank have approached the state-owned postal department for a tie-up. Prasad was speaking at the ministry's annual Good Governance Day conference.Prasad said the financial approval for the payment bank, for which the Central Bank gave an in-principle approval in August, will first be cleared by the Public Investment Board and then by the Cabinet.

During the Good Governance Day conference, Prasad, accompanied by key officials of his ministry, announced a slew of initiatives spanning the departments of telecom, posts and electronics and IT. Some of the highlights included the launch of a National Centre of Geo-Informatics, which will be a platform for sharing and collaborating GIS data source and location-based analytics that will aid central and state governments in planning, decision-making and electronic delivery of services.

Prasad also announced a mobile application for Digital Locker, one of the marquee schemes under the Digital India platform. While inaugurating public Wi-Fi hotspots at Haridwar and Ajmer, Prasad said such hotspots have already been set up in 500 places in 200 centres and will be extended to 2,500 by March next year. Good governance is defined by easy, effective and economical governance, he said. "Digital India is something we owe to the people of India," Prasad added.

It was announced that MTNL will now offer free roaming to its customers from January 1. BSNL had started offering free incoming calls on roaming to its customers earlier this year. While the threshold for the broadband limit has been increased to 2 mbps from 512 kbps, mobile towers will be set up in Naxal-affected areas in Madhya Pradesh and Uttar Pradesh.

JS Deepak, secretary of the department of electronics and IT (DEITY), said out of the one billion Internet users globally, 500 million will soon come from India. "Through the launch of the epayment portal, we will be making government transactions cashless," he said. Deepak said he hopes by next December at least 90% of all government payments will be done electronically.

Ajay Kumar, additional secretary at DEITY, said over the last one year, the number of e-transactions has gone up to 55 crore from 29 crore in 2014.
