Subject:- Procedure for booking of air-tickets on LTC –
clarification reg.
The
undersigned is directed to refer to this Department’s O.M. of even no. dated
23.09.2015 on the subject noted above and to say that as per the extant
instructions, whenever a Government servant claims LTC by air, he/she is
required to book the air tickets directly from the airlines (Booking counters,
website of airlines) or by utilizing the services of the authorized travel
agents viz. ‘M/s Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’
and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT O.M. No.
31011/6/2002-Est(A) dated 02.12.2009) while undertaking LTC journey(s).

In this regard, references are received in this Department seeking
clarification whether the aforesaid condition of booking the tickets through
authorized travel agents needs to be followed in cases where a non-entitled
Government servant travels by air on LTC and claims the entitled train fare.

The matter has been examined in consultation with Department of Expenditure,
Ministry of Finance and it is hereby clarified that in case of non-entitled
Government servants travelling by air on LTC and claiming entitled rail fare,
the condition of booking the air tickets through authorised travel agents viz.
‘M/s Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’
may not be insisted upon. In rest of the cases, the condition of booking the
tickets through authorised modes shall continue to follow.

Income Tax (IT) Department simplifies linking PAN with Aadhaar for taxpayers using Income Tax India website
No need to login or be registered on the E-filing website
for linking
The Income Tax (IT) Department has made it easy for
taxpayers to link their PAN with Aadhaar. Responding to grievances of taxpayers
regarding difficulties in linking PAN with Aadhaar as their names did not match
in both systems (e.g., names with initials in one and expanded initials in another),
the IT Department has come out with a simple solution now.
Taxpayers can go to http://www.incometaxindiaefiling.gov.in
and click on the link on the Left Pane à Link Aadhaar, provide PAN, Aadhaar
number and ENTER NAME EXACTLY AS GIVEN IN AADHAAR CARD (avoid spelling
mistakes) and Submit. After verification from UIDAI, the linking will be
confirmed.

In
case of any minor mismatch in Aadhaar name provided by taxpayer when compared
to the actual data in Aadhaar, a One Time Password (Aadhaar OTP) will be sent
to the mobile registered with Aadhaar. Taxpayers should ensure that the date of
birth and gender in PAN and Aadhaar are exactly same. In a rare case where
Aadhaar name is completely different from name in PAN, then the linking will
fail and taxpayer will be prompted to change the name in either Aadhaar or in
PAN database.
There
is no need to login or be registered on E-filing website. This facility can be
used by anyone to link their Aadhaar with PAN.
This
facility is also available after login on the e-filing website under Profile
settings and choose Aadhaar linking. The details as per PAN will be
pre-populated. Enter Aadhaar number and ENTER NAME EXACTLY AS GIVEN IN AADHAAR
CARD (avoid spelling mistakes) and Submit.
Taxpayers
are requested to use the simplified process to complete the linking of Aadhaar
with PAN immediately. This will be useful for E-Verification of Income Tax
returns using OTP sent to their mobile registered with Aadhaar.

Clarification on
Recently Notified Maternity Benefit (Amendment) Act,2017
The
Government has notified the Maternity Benefit (Amendment) Act,2017 on 28th
March,2017 and the provisions of the Amendment Act have come into force with
effect from 1st April,2017, except those relating to crèche facility {Section
4(1)} which would come into force from 01.07.2017.
Keeping
in view queries received from various quarters, the Ministry of Labour &
Employment, on 12.04.2017, had issued certain clarifications on various
provisions of Maternity Benefit (Amendment) Act, 2017. One of the clarifications
issued by the Ministry stated that the enhanced maternity benefit, as modified
by the Maternity Benefit (Amendment) bill, 2016 can be extended to women who
are already under maternity leave at the time of enforcement of this Amendment
Act.
Having
received further queries and to remove doubts, it is further clarified that it
is mandatory on the part of employers to extend the benefit of enhanced
maternity leave to those women workers who were already on maternity leave on
the date of enforcement of the Maternity Benefit (Amendment) Act,2017 i.e. as
on 01.04.2017.

Minimum BSNL Broadband Speed Increased to 4Mbps at No Extra Cost
BSNL Broadband Speed has been increased to a minimum of
4Mbps from 2Mbps across the country starting May 1. The state-run telecom
operator is India’s leading wired broadband service provider and the speed
upgrade comes at no cost to its consumers. Minimum BSNL broadband speed
increased to 4Mbps.
The speed change is valid across the nation for existing and
new subscribers starting 1st May 2017. However, the FUP speed remains unchanged
at 1Mbps.
The speed hike comes for plans which have Fixed Monthly
Charges (FMC) of Rs 675 and above. Apart from the increase in minimum speed,
BSNL is also increasing the FUP high-speed data limit by up to 250% for many
plans. For instance, the revised high-speed data with the 20 GB plan will now
be 70 GB which sums up to a 250% hike as reported by ET.
The plans are not reflected on the BSNL portal as of now,
but they will soon be updated. The BSNL Customer service centers or call center
can be reached at 1800-345-1500 for new connections and updated BSNL broadband
speed.
BSNL is offering amazing starter plans for new subscribers
offering Unlimited Broadband at Rs 249. The plan offers 300 GB broadband data
at 2 Mbps till the daily data limit of 10 GB is reached. After exhaustion of
10GB, the subscribers will still get unlimited internet access at 1 Mbps. This
plan also offers unlimited calls to any number in the country from 9 pm to 7
am.
BSNL is the only operator offering 10GB per day plan under
Wired Broadband service provider in the country.

Cadre Restructuring Questions and Answers
You
may be aware of many speculations surrounding Cadre restructuring and its
implementation. This article had been drafted to put an end to such speculation
and to vent out the doubts in employee’s mind.
Consequent
on Cadre restructuring, Only the posts were been upgraded.(wef 15.4.17 for
Tamilnadu circle)
Post
of single handed and double handed had been upgraded to LSG
Post
of ‘A’ class and LSG had been upgraded to HSG-II
Post
of HSG-II had been upgraded to HSG-I
As
per Recruitment Rules,
Postal
Assistant with 5 Years of service are eligible for LSG
LSG
officials with 6 years of service in the cadre are eligible for HSG-II
HSG-II
officials with `5 years of service in the cadre are eligible for HSG-I
Senior
most HSG-I with minimum 2 years of service are eligible for HSG-I Non
functional Cadre.
As
such, Postal Assistant irrespective of their GP will first be promoted to LSG
only. Some comrades were raising a question that whether MACP III (4600 GP)
will directly be placed in HSG-I post. No not at all, For getting promoted to
HSG-I, one have to work in HSG-II cadre for at least 5 years of service. So
they will be placed in LSG first.
So
there are chances that, many HSG-II places may be vacant due to non
availability of elibilge officials. So union is asking for one time relaxation
to Recruitment rules for posting the officials.
Query
1:
Whether
MACP-II (Grade pay 4200) PA be placed in HSG-II(before Cadre restructuring A
CLASS OR LSG OFFICE) after Cadre restructuring?
Answer:
No. MACP is mere financial up gradation. MACP-II official is also should be
treated as PA. As such they will be getting promoted to LSG first.
Query
2:
What
is the tenure for single handed/Double handed offices, Treasury after Cadre
restructuring?
Answer:
2 years .As per Directorate order no 4-7/2009-vig dated 07.10.16 these Posts
comes under sensitive posts . So they will be rotated after 2 years.
Query
3:
Who
is competent for posting of PA in LSG post (previously single/double handed)
after Cadre restructuring?
Answer:
As LSG is a circle cadre, Posting for the LSG and above posts will be done by
Circle office. So Posting of SPM in single/Double handed will be done by circle
office. Divisional head can issue transfer orders only for Postal assistants
Posts.

4:
Whether
System Administrator, Marketing Executive are LSG posts after Cadre
restructuring?
Answer:
As of now, they are PA cadre only. Only 59 Posts communicated vide SPOs letter
no A/Cadre rest/LSG/Dlgs-I dated 13.4.17 are LSG Posts in our division.
Query
5:
If
a time scale PA happens to officiate for more than 14 days in LSG post (i.e as
SPM in single hand/double hand), whether he is eligible for officiating pay?
Answer:
Yes, if an official officiating in higher post for less than 14 days, he is not
entitled for higher pay. However, even if the first spell is less than 14 days
but subsequently extended, the official officiating in the higher post is
entitled for higher pay as per the Directorate letter No. 9-25/82-SPG/SPB II
dt. 29.05.86.

6:
Whether
MACP-I (2800 GP) official working in single handed office will get disturbed
after Cadre restructuring ?
Answer:
May or may not be. It is subject to grant and acceptance of LSG. As of now,
though he/she is placed in 2800 GP he/she is only PA. If that official was
granted LSG he/she may not get disturbed else LSG official will be posted in
that office.
Query
7:
A
LSG official working currently in APM (now upgraded HSG-II after Cadre
restructuring) can continue in his post?
Answer:
May or may not be. If another HSG-II official opts for that post he had to work
in other LSG Post. If no eligible officials, they may continue to officiate in
HSG-II.

Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective 01.01.2017
onwards-reg.
Consequent upon grant of another
instalment of Dearness Allowance with effect from 1″ January, 2017 to the
Central Government Employees vide Government of India, Ministry of Finance,
Department of Expenditure’s O.M. No. 1/3/2008-E-II (B) dated 07.04 2017, duly
endorsed vide this Department’s letter No. 8-02/2011-PAP dated 12.04.2017, the
Gramin Dak Sevaks (GM) have also become entitled to the payment of Dearness Allowances
on basic TRCA at the same rates as applicable to Central Government Employees
with effect from 01.01.2017. It has, therefore, been decided that the Dearness
Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing
rate of 132% to 136% on the basic Time Related Continuity Allowance, with
effect from the 1st January, 2017.

The Dearness Allowance payable under this order shall be paid in cash to all
Gramin Dak Sevaks.
3.
The expenditure on this account shall be debited to the Head “Salaries” under
the relevant head of account and should be met from the sanctioned grant.
4.
This issues with the concurrence of Integrated Finance Wing vide their Diary
No14/FA/2017/CS dated 27/04/2017.

Farewell to Sri B.V.Sudhakar, Secretary(Posts) on Superannuation on 30/04/2017
On
28.04.2017 a group of CHQ office bearers consisting of Sri D.Kishanrao, GS, Sri
B.Shivakumar, AGS, Sri Sivaji Vasireddy, AGS and Sri Sri Bahagavan, Financial
Secretary felicitated Sri Boyapati Venkata Sudhakar, Secretary & Chairman
Postal Services Board on his superannuation retirement. The NAPE Group-c
remembered the yeoman services rendered to the India Post and it's staff at all
levels especially last 9 months as head of the department. During his tenure he
recommended to the GDS pay commission, removal of point system, liberalised
compassionate appointments changed the transfer, policy introduced online GDS
recruitment curbing the corruption in the appointments. As CPMG AP Circle
introduced centralised tabulation in Departmental Promotion quota and announced
the results before the appointing authority knows the result in a jumbling
system. A new era ended today in the India Post progression towards new
heights. The NAPE Group-c bids a warm farewell to the officer.
