Solution for the HCASHPND error-"Modify criteria to fetch records less than or equal to 300" in DOP Finacle

·        When we are closing RD/MIS/TD/NSC/KVP/SCSS accounts by using the payment mode as cash then we have to process the transaction in HCASHPND.
·        HCASHPND means Pending Cash Transactions which means that only after clearing these transactions in HCASHPND teller balance will tally.
·        Always it is requested for the counter officials to clear the pending HCASHPND transactions on day to day basis because system will not allow to process the previous day's transactions. Hence advised to clear them as and when transaction created.
·        Generally after verification of closures which have done using cash mode a transaction will be created in HCASHPND.
·        Clear the transactions in HCASHPND immediately after verification of closure by the supervisor.
·        But some times while processing the HCASHPND transaction system will throw the error "Modify criteria to fetch records less than or equal to 300" in DOP Finacle

Root cause of the problem :-

·        If the records are more than 300 to be processed in HCASHPND then the system will throw the above mentioned error.
·        This is the validation configured in the system by the Infosys team hence system will throw the error when there are more than 300 records to be processed in HCASHPND menu.

Solution for the above Problem :-

·        As if there are more than 300 records to be process exists in the menu HCASHPND we have to follow the below mentioned steps.
·        Select the function as Process and enter the below mentioned details.
·        Enter the originating id as account number of the closed account. (or)
·        Enter the From tran amt and To tran amt fields
·        Then click on go then the system will filter the data and it will show only the desired data from the list of unprocessed transactions.

·        Then select the desired records from the list submit and verify the transaction in HTM.

OFFICE MEMORANDUM

Subject : Grant of Dearness Relief to Central Government pensioners/family pensioners Revised rate effective from 1.1.2017.

The undersigned is directed to refer to this Department's OM No. 42/15/2016-P&PW(G) dated 16th Nov, 2016 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 2% to 4% w.e.f 01.01.2017.

2. These orders apply to (i) Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension.

3. These orders shall not be applicable on following categories

(i) The Burma Civilian pensioners/family pensioners and pensioners / families of displaced Government Pensioners from Pakistan who are Indian Nationals but receiving pension on behalf of Govemment of Pakistan and are in receipt of adhoc ex-gratia allowance.


(ii) Central Government Employees who had drawn lump-sum amount on absorption in a PSU/Autonomous Body and are in receipt of 1/3rd resorted commuted portion of pension.

(iii) CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department's OM No.45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s oM 1/10/2012-P&PW(E) dtd 27.06.2013.

Separate orders will be issued in respect of the above categories.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in reSpect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department's oM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s oM No. F.No. 38/88/2008~P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21St May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department cf Expenditure vide their OM No. l/3/2017-E.II(B) dated 30th March, 2017.

Inauguration of Passport Seva Kendra at Kurnool Head Post Office on 5th April, 2017


MP Butta Renuka has inaugurated the Passport Seva Kendra (PSK) at Kurnool Head Post Office here on Wednesday. Speaking on the occasion, the MP stated that her dream came true with the opening of PSK. She thanked Prime Minister Narendra Modi and External Affairs Minister Sushma Swaraj for sanctioning PSK to Kurnool.

 Renuka said it is convenient for people of the district to get passport with the opening of PSK here. She expressed happiness as the PSK was inaugurated on the occasion of Sri Rama Navami. The MP explained that PSK can process 100 applications per day once it becomes fully operational. She assured of setting up Provident Fund office at Kurnool by holding talks with the Union Labour Minister.

Director of Postal Services V Santana Raman recalling his childhood days said it was hard to get a passport photograph within a week, now, one can get a passport within the same period. Regional Passport Officer NLP Chowdary said that arrangements have been made to issue 100 passports per day.

 He urged the BSNL to provide dedicated lines to PSK for providing prompt services to people. Superintendent of Posts KV Subba Rao said around 1.45 lakh new accounts have been opened during a big mela held at Kosigi. Employment registration service also started at the post office premises with the coordination of Labour Ministry, he added.


The Postal department employees have felicitated the MP with a shawl and a memento. Butta also felicitated the Regional Passport Officer, Director of Postal Services and Superintendent of Posts on the occasion. Additional SP Shaik Sha Vali and other officials were present.

Promotion through Competitive Examination should not be counted as MACP - Supreme Court Verdict

After having failed in CAT, Madras High court and Supreme Court, the Government finally ordered to implement the judgement in favour of Sri D.Sivakumar, Retd SPM, MMC PO, Chennai city north division who moved the court pleading that promotion through competitive examination should not be counted as MACP.

The order of CAT accepting his prayer was challenged by the Government in Madras High court and subsequently in Supreme Court. Its attempt to deny the justice was defeated by the Judiciary.

On the direction of the Directorate, the SSPOs, Chennai City north division has now issued order granting MACP lll from 1.9.2008 to the official.

The official was promoted to PA cadre from 12.11.1977 through competitive examination. He was granted TBOP on 15.11.1993( now MACP l) and granted BCR ( now MACP ll) on 1.1.2004.

MACP lll from 1.9.2008 has been granted now.

A great victory indeed after prolonged legal battle. He may be the first to put an end to the deliberate injustice of the Government.

Now from now on, we must try to extend the benefit to all the victims of injustice in MACP case.

Copy of order granting MACP III to the LGO promoted official in Chennai City North Division followed by Historic Judgement of Hon'ble Supreme Court of India is enclosed now.

Re-Employment of Ex-Servicemen

As per Department of Personnel & Training’s OM No. 36034/27/84-Estt(SCT), dated 2.5.1985, on an Ex-servicemen joining the Government job on civil side after availing of the benefits given to him as an Ex-servicemen for his re-employment, his Ex-servicemen status for the purpose of re-employment in Government would cease. As per DOP&T OM No. 36034/6/90-Estt(SCT), dated 10.10.1994, an ex-servicemen already secured regular employment under the Central Government in a civil post would be permitted the benefits of age relaxation as admissible for ex-servicemen for securing another appointment in any higher post or service under the Central Government. However, such candidates will not be eligible for benefits of reservation, if any, for ex-servicemen in Central Government jobs.

As per DOP&T’s OM No. 36034/1/2014-Estt(Res), dated 14.8.2014 if an ex-serviceman applies for various vacancies before joining any civil employment, he / she can avail of the benefit of reservation as ex-servicemen for any subsequent employment. However, to avail of this benefit, an ex-serviceman as soon as he / she joins any civil employment, should give self-declaration / undertaking to the concerned employer about the date-wise details of application for various vacancies for which he / she had applied for before joining the initial civil employment. This benefit would be available only in respect of vacancies which are filled on direct recruitment and wherever reservation is applicable to the ex-servicemen.

In addition to above, a proposal has been referred to DOP&T to the effect that an Ex-servicemen be allowed the benefit of reservation for second time and even thereafter in subsequent recruitments for civil employment, if the vacancies, which are to be filled on the basis of direct recruitment and where reservation is applicable to Ex-servicemen, has not been filled up with by those Ex-servicemen, who are getting / claiming benefit of reservation for the first time.
The details of reservation available to Ex-servicemen is as under:

(I) In Central Government Ministries / Departments:
(i) 10% Direct recruitment posts upto the level of Assistant Commandant in Central Para Military Forces.
(ii) 10% Direct recruitment posts in Group ‘C’.
(iii) 20% Direct recruitment posts in Group ‘D’.

(II) In Central Public Sector Enterprise:
(i) 14.5% in Group ‘C’ Posts.
(ii) 24.5% in Group ‘D’ Posts.

(III) Nationalised Bank:
(i) 14.5% in Group ‘C’ Posts.
(ii) 24.5% in Group ‘D’ Posts.
